Here is the short answer: a retaining wall holds back earth, a sitting wall holds up people. Everything else — the height, the base, the drainage, the way it is finished, what it costs — follows from that one difference.
The confusion is understandable. Walk through any patio showroom in Bucks County and both walls are built from the same segmental block, in the same colors, with the same caps. From ten feet away they look identical. But one of them is a structural element carrying thousands of pounds of soil pressure, and the other is essentially outdoor furniture made of stone. Building the second where you needed the first is how walls end up leaning three years later.
What a retaining wall is actually doing
A retaining wall exists because your yard has a grade change and you want to hold it. Soil is heavier and pushier than people expect — a wall four feet tall is resisting a constant sideways shove that gets dramatically worse when the ground behind it is saturated. Water is the real enemy. Nearly every failed retaining wall we get called out to look at failed because water built up behind it, not because the block was weak.
So a properly built retaining wall is mostly the parts you cannot see:
- A compacted aggregate base, typically around six inches thick, set on undisturbed subgrade and leveled precisely — the first course sets the accuracy of every course above it.
- A buried first course. The bottom of the wall sits below finished grade, roughly an inch of burial for every eight inches of wall height, so the toe cannot kick out.
- Clean crushed stone behind the block, usually a foot deep, giving water somewhere to go instead of into the soil.
- A perforated drain pipe at the base of that stone, sloped and daylighted so the water actually leaves the site.
- Batter or setback — each course steps back slightly, leaning the wall into the hill rather than standing it straight up.
- Geogrid on taller walls: layers of structural fabric that run back into the retained soil and turn the block-and-soil mass into one unit.
It is also the wall with rules attached. Once a retaining wall passes roughly four feet measured from the bottom of the footing to the top, it generally needs a permit and a design stamped by an engineer, and a shorter wall can trigger the same requirement if something is pushing on it from above — a driveway, a pool deck, a slope. Bucks County townships each handle this a little differently, so we confirm with your township before scheduling rather than guessing.
Everything above is why a retaining wall costs meaningfully more per foot than a sitting wall of the same height. You are not paying for more block. You are paying for excavation, stone, pipe, compaction, and — past four feet — engineering.
What a sitting wall is actually doing
A sitting wall, also called a seat wall or seating wall, is freestanding. There is no soil behind it, no water pressure, nothing structural to resist. Its job is to define the edge of a space and give people somewhere to sit — around a fire pit, along the open edge of a patio, framing the top of a set of steps.
Because it is finished on both faces, it uses double-sided block or a two-sided build, and it lives or dies on dimensions rather than drainage:
- Height: 18 to 20 inches finished, cap included, measured from the patio surface. That is standard chair height. Below 16 inches you are sitting on a curb; above 22 inches most people's feet leave the ground.
- Cap width: 12 inches minimum, 14 to 16 is better. A narrow cap is the single most common reason a seat wall goes unused — it technically seats people and nobody wants to sit on it.
- A compacted base still matters. No drainage stone or pipe, but the wall still needs to sit on properly compacted aggregate, not topsoil, or it will settle unevenly through Pennsylvania's freeze-and-thaw winters.
- Caps set in adhesive, with a slight overhang — that shadow line is most of what makes a wall look built rather than stacked.
A sitting wall also does something a retaining wall usually cannot: it adds seating without eating floor space. A 12-foot seat wall holds five or six people and takes up about a foot of patio. Six chairs take up a great deal more, and they blow over.

How to tell which one you need
Stand where the wall would go and look at the ground on both sides.
If one side is higher than the other — or would be after you level the area for a patio — you need a retaining wall. Cutting into even a gentle slope to get a flat patio creates a cut face, and that face needs holding. This is most of Bucks County, honestly. Very few of the yards we work in are naturally flat.
If the ground is level on both sides and you are trying to make the space feel finished, add seating, shelter a fire pit from wind, or keep guests from stepping off a patio edge in the dark, you want a sitting wall.
Plenty of projects need both, and they often meet: a retaining wall carries the grade along the back of the patio while a sitting wall wraps the open side. What goes wrong when the wrong wall gets built
The failure we see most often is a freestanding-style wall built where a retaining wall was needed: no drainage stone, no pipe, no buried course, no geogrid. It looks perfect the first summer. Then the soil behind it takes on water, the ground freezes, and by the second or third spring the wall has a visible lean, the cap joints have opened, and the fix is to take it apart and rebuild the part nobody could see.
The second failure is quieter: a retaining wall built at 26 or 30 inches with a narrow cap, right where people would naturally want to sit. It works fine structurally, but the family loses seating they could have had for a small amount extra during the build. Height and cap width are cheap to get right on installation day and expensive to change later.
Whoever quotes your wall should be able to tell you, without hedging: how deep the base is, whether there is drainage stone and a daylighted pipe, how far the first course is buried, and whether the township needs a permit. If those answers are vague, the parts you cannot see are where the corners are getting cut.
